Our Kaupapa Medical Centre in Masterton is a kaupapa Māori–led, Very Low Cost Access (VLCA) practice, grounded in manaakitanga, whanaungatanga, and kaitiakitanga. We are not corporate, and we don’t operate with corporate margins. Kaiwhakahaere Primary Health | Practice Manager

Lead a strong, sustainable Medical Centre that delivers for whānau.
Whaiora is looking for an experienced Kaiwhakahaere Primary Health | Practice Manager to lead our Medical Centre.
This is a senior leadership role with overall responsibility for running an efficient, sustainable and high-performing Practice that prioritises whānau experience, quality and equity of outcome.
Whaiora is a kaupapa Māori health and social service provider with deep roots in Wairarapa. Our vision is Whānau Wairarapa – He Pae Ora.
Our approach to primary health fundamentally privileges Māori values, Māori experience and Māori outcomes. We want someone who understands what that means in practice and can make sure it is reflected in how the Medical Centre operates, how our people work together and how whānau experience their care.
Mō te tūranga | About the role
You will lead a multidisciplinary team and be responsible for the overall performance of the Medical Centre, its people, operations, finances, contracts, compliance, risk and whānau experience.
You will work alongside clinical leadership to ensure quality and safety while keeping a clear eye on the performance and sustainability of the Practice.
We want someone who knows how their business is performing, understands why, and acts when things aren’t where they need to be.
Just as importantly, you will understand the realities whānau face in accessing healthcare. You will listen to what whānau are telling us and be prepared to challenge or change how we work when the current approach isn’t delivering.
You will:
- Run an efficient, financially sustainable and high-performing Medical Centre.
- Lead a capable, connected and accountable multidisciplinary team.
- Keep whānau experience, quality and equity of outcome at the centre of Practice performance.
- Ensure Māori values, experience and outcomes shape how care is delivered.
- Know how the Practice is performing and act when improvement is needed.
- Work alongside clinical leadership to maintain strong quality, safety and clinical governance.
- Manage budgets, contracts, compliance and risk.
- Understand the barriers whānau face and work to remove them.
- Build strong relationships with whānau, funders, health partners and our wider community.
- Change how we work when the current approach isn’t serving whānau well.
Mōu | About you
We are looking for a strong operator and people leader who is deeply aligned with our kaupapa.
You will bring:
- Proven leadership and operational management experience in primary health, healthcare or a similarly complex environment.
- Strong financial and business management skills.
- Experience leading multidisciplinary teams and getting the best from people.
- Confidence managing performance, change, quality, risk and compliance.
- The ability to understand financial and operational information and turn it into action.
- Sound judgement and the confidence to deal with problems rather than work around them.
- Strong relationships and the ability to work well with whānau, kaimahi, clinicians, funders and sector partners.
- A strong understanding of Te Tiriti o Waitangi and commitment to kaupapa Māori service delivery.
- A commitment to primary healthcare that privileges Māori values, Māori experience and Māori outcomes.
Experience in primary care, kaupapa Māori or iwi-led health services, PHO funding arrangements or MedTech Evolution would be an advantage.

Support whānau to improve their health and wellbeing through health coaching, navigation, advocacy, case management and whānau planning. You’ll work alongside whānau to build confidence, remove barriers to healthcare, and help achieve meaningful health outcomes.
Kaiarahi – Healthy Homes
Help create warmer, drier and healthier homes for whānau across the Wairarapa. You’ll engage with eligible families, coordinate housing interventions, work alongside community partners, and support whānau to reduce preventable illness through healthier living environments.
About You
We’re looking for people who:
- Have experience or qualifications in a health, community or social services related field would be an advantage.
- Are passionate about working alongside whānau to achieve positive outcomes.
- Have excellent communication and relationship-building skills.
- IT skills, including confidence using Microsoft word, excel and other digital applications.
- Understand, or are committed to learning, Te reo Māori me ōna tikanga.
- Can work independently while being an active member of a supportive team.
- Hold a full New Zealand driver’s licence (preferred).

Quality Assurance & Operations Coordinator | Whaiora
We’re looking for someone who is organised, practical and good at making sure important things don’t fall through the gaps.
This is a varied coordination role working alongside our two Kaiwhakahaere and across Whaiora. About half of the role focuses on coordinating our quality assurance activity; the other half provides practical operational support to help our services run well.
You’ll help us stay on top of things like:
- quality, accreditation, audit and compliance requirements;
- mandatory training and certification;
- complaints, incidents, privacy and health and safety processes;
- reporting cycles and follow-up across our teams;
- recruitment coordination;
- meetings, travel, conferences and operational logistics; and
- the practical jobs that inevitably emerge in a busy organisation.
You won’t be expected to own the quality or performance of our services. Your job is to keep the systems organised, requirements visible, people informed, actions moving and to know when something needs to be followed up or escalated.
We’re looking for someone with strong administration and coordination experience, excellent attention to detail and the confidence to respectfully chase people when something is due.
You’ll need good judgement, discretion and follow-through. You’ll be comfortable managing competing priorities and equally willing to coordinate an accreditation requirement, organise an interview process or sort out the practical details for a hui.
Experience in health, social services, quality assurance, compliance or accreditation would be useful, but just as important is being reliable, adaptable and someone who gets things done.

This is an on-call position designed to provide reception cover during periods of annual leave, sick leave, training, or unexpected staffing shortages. While regular hours cannot be guaranteed, there may also be opportunities for planned shifts in advance.
This role would suit someone who enjoys flexibility and is comfortable stepping into a busy general practice environment.
